In 2005, everything changed. The Regulatory Reform (Fire Safety) Order transferred the legal responsibility for fire safety away from the fire service and placed it firmly on the shoulders of the people responsible for buildings.
If you own, manage or control a premises, whether that is a business, a rental property, a portfolio of commercial units or a charity, the duty is yours. The fire risk assessment, the compliance records, the ongoing maintenance, the staff procedures. All of it.
That is a significant responsibility.
And for most business owners, landlords and property managers, it sits alongside everything else you are already juggling. You have a business to run, a team to manage, tenants to look after and a hundred other priorities competing for your attention.
Fire safety legislation is complex. It changes. British Standards get updated. Guidance evolves. Keeping up with all of it is effectively a full-time job, and it is not yours.
The consequences of falling short are real. An inadequate fire risk assessment, a missed inspection or a failure to act on identified risks can result in an enforcement notice, a prohibition order, significant fines or worse.

What is a fire risk assessment and what should it cover?
A fire risk assessment is a structured evaluation of your premises, identifying fire hazards, assessing the risk to the people who use the building and determining what measures need to be in place to keep them safe.
Under the Regulatory Reform (Fire Safety) Order 2005, it is a legal requirement for virtually every non-domestic premises in England and Wales. And it must be suitable and sufficient.
A thorough fire risk assessment will cover ignition sources, fuel and oxygen sources, the people at risk, existing fire safety measures, evacuation procedures and whether your staff are trained and your records are up to date.
It is not a tick-box exercise. A generic template completed by someone without the right qualifications does not meet the legal standard, and if your assessment is ever scrutinised by the fire service and found wanting, the consequences can be serious.
A fire risk assessment is not a one-off document either. It should be reviewed at least annually and revisited whenever there is a significant change to your premises, its use or the activities carried out inside it.
The law requires it to be carried out by a competent person.

MEET JAMIE MORGAN
The person behind ESI: Fire Safety.
Jamie Morgan founded ESI: Fire Safety in 2006 after building a career at the sharp end of electrical and life safety compliance – working across everything from small businesses to power stations, waste management, hazardous environments, ATEX-classified areas and complex commercial sites.
That broad experience matters. Where many fire safety consultants have a narrow view of risk, Jamie came to fire safety with a deep understanding of how buildings and systems actually work. He is naturally inquisitive, thorough by nature, and genuinely interested in getting to the bottom of a problem rather than skimming the surface.
Over the years, Jamie has expanded the business into fire detection, alarm systems and life safety, before focusing the consultancy on what he does best – fire risk assessment, fire safety strategy and compliance consultancy. He is a Member of the Institute of Fire Safety Managers, listed on the National Fire Risk Assessor Register, a Member of the Fire Protection Association, the UK Fire Association, and the Institute of Engineering and Technology.
